the water fairly liquid is a good idea, to be honest i wouldnt play with the actuator. Also, unplugging the battery doesnt reset the ecu from what i understand, you have to go through the reset process depending on the car type. The other possibility is the turbo is starting to complain, have heard a few people say the turbo whistles when its on its way out, but that might be a different sort of whistle. have you put anything else on?? an induction kit for example, cos that could amplify the sound of the compressor spinning up.
Also the air leak doesnt have to be post turbo, i had a leak on my mr2 that sounded bad on boost, but that was the turbo feed, i had a small crack under the jubilee, but made a hell of a noise. The other posibility is that the inlet manifold itself is leaking, maybe around the idle air solenoid, the manifold to head, or even a crack, but i wouldnt imagine it be that.
Smother it in fairy and water and see where it bubble, run around all the joints, and then rev it a bit more, that will show you if its leaking.

seeing as the car is 95, i am almost certain the reset cant be done by unplugging the battery, mine is a 94 and the battery has been unplugged for 3 months and it still hasnt forgotten!!!!

Sounds like a plan... I have had all the induction pipework off and back on with new clips, all the post turbo pipework off.. its doing my nut in

It's got the standard airbox so I shouldn't be noticing anything different. Certainly sounds like an air leek to me, although if its forcing out or in I don't know! Only seems to come in at higher boost, like if its in top gear at 2000rpm and gently builds up to 3500rpm..

ANd the car doesn't seem to have the urgency it once had!

I'll try the washing liquid!

I tried the soapy water but got no bubbles.. Found a junilee clip that was a tad loose but made no difference.. Was going to look at the actuator but flipping heck theres a lot of bolts holding the turbo heat sheild on.. I counted 7.. some very hard to get at.

Tried to reset the ecu, but had error 43 again.. then once i checked for error codes again i got 45 which is the boost solenoid.. Maybe its time for a new one ?
