Catch them at it,
Fingerprint them, retinal scan, DNA taken.
Then
Beat the s*it out of them and send them back, if not known home then a hard labour camp say on the Falklands for 25 years, i bet they soon remember where they cam from.
If the above not avaliable brand them with 'troublemaker, do not evert admit to the UK' on their foreheads for ease of ID the next time they enter the UK.

Ask me again in 6 months. BTW what's your definition of "adequately punsihed" (sic)? Do you mean judged through our judicial system or lynching them from the nearest bridge? And following your bleeding heart posts on the woman from Ghana, what if repatriating them to their designated African country meant a death sentence?
