I think this whole race thing is about daft really. To some degree or other we always favour those most similar to ourselves regardless of colour.
I can imagine somewhere two non white people laughing at something us white do.
It goes on all the time.
In fact its all down to 2 phenomenon known as prejudice and discrimination.
Prejudice is based on what you believe whilst discrmination is about how you then act on those beliefs in a manner that directly affects those to which you are prejudiced. Both these can be positive or negative to the extreme. And we ALL do it.
laughing at someones wheel trims and pointing out there race might err on the negative side but i don't see much prejudice in this and certainly isn't discrimination.
I think societally we are becoming hypersensitive, too afraid of offending people.
Is my offence towards a person who has been offended by my innocent good willed behaviour any less valid than their offence towards such behaviour..
Call someone something long enough and they will become it.

But it's always the "minorities" that get most upset most - fatties & gingers !

My grandfather-Gawd bless him- used to wave his walking stick at the doodlebugs. Never a thought for his own safety! So much spirit in those days.
