I would return to a tried and successful method to cope with those that "cant pay" as opposed to "wont pay". Friendly socieites. Read some history at just how successful they were in their heyday before Governments moved into their area. Social services dont have to be provided by central Government you know. You really must try for once to get out of the socialist mindset of top down, big Government folly. Give it a try!

The trouble with socialism is it concerns itself with what people SHOULD do (in their utopian world), rather then what people ACTUALLY do. Hence it is always doomed to fail.
And a blogpost saying pretty much the same thing - people have to sort things out for themselves and not rely on the State NHS Blog Doctor: Who cares enough to care for the elderly?
