Another option is the 'Watchdog' type programmes that some regional TV areas have (ours are named 'The Ferret' and 'X-Ray').
Find a few people who have been ripped off and then contact the TV company. When they know it's widespread, not just a case of a dissatisfied customer, they'll probably pick it up to make a story out of it.
