I agree with Tel: the decline in standards of public behaviour has been gradual and it's the cumulative impact of the little things that are so insidious.

An analogy with dropping litter seems apt: no-one thinks their little contribution matters, until one day, people just look around and say:

"This place is a dump"

Then people stop caring!
