The trouble is that approach requires intelligent input from the powers that be. What they seem to miss is that the setting of inappropriate targets is actually detrimental to the "customer". You only have to look at how the targets for schools, the NHS and the Police all say they are doing wonderfully and yet if you ask Jo Public they say all of them are a disaster. The focus goes away from providing customer satisfaction and focuses on hitting the target. (Damn that management training course this week )

Hutton D,

The problem is that it is nothing to do with driver training, you can do that all you want but if the driver's mindset is to speed in a residential area he will do that anyway regardless of training.

It is time that pedestrians were made responsible for their behaviour on the roads. Down here they just step onto the roads in the town with their backs to the traffic for God's sake and walk across in front of cars as though it was their right. They are a downright danger and it is time that there was a jaywalking law to concentrate their minds. There always used to be training for children in schools as well, I bet a good few here remember the Green Cross Code etc. That would do a lot to save children from accidents.

I am fed up of being blamed as if it was my fault if a pedestrian walks out in front of me without looking!

there will soon be no reason for speed cameras the technology is not far away that the goverment can make you have airplane style black boxes fitted so they can tell where you are,have been and how fast,so they can charge you for using those roads the fine you if you break any speed limits.

As with any technology there will be ways around it.

What you say is true enough Hutton D but at least if they speed in those places the cameras will catch them and if they persist they will be off the road eventually. Its all to do with the carrot and the stick really. Thats why I think there should be "jaywalking" laws for pedestrians with significant penalties. To hell with the PC attitudes towards drivers and cyclists and pedestrians.
