There is no evidence to show that driving at or below the speed limit makes you a safer driver. A safer driver is someone who has less accidents. Official figures show that more drivers are engaging in the Stalinist sport of "speed limit adherence" but it is also interesting to note that this is not resulting in any decrease in deaths on our roads.
In fact until the arrival of the cameras our road death figures showed a fairly constant downward trend. Since the cameras were put up the slope of this graph has reduced and some estimates indicate that about 5,000 extra people have died on our roads since the arrival of the cameras, though a definite causal relationship has not yet been established.
So, there is no connection between driving slowly and driving safely but I am sure that any reasonable driver could have told you that already without the need for the government to try and take control of peoples lives.
