Quite simple - as said its to clean the room before the next guest. If the room is not occupied the following evening and there are a few others that can be got ready then if you ask you will be allowd a later departure without charge(private not national companies).
Breakfast though is a different matter as it does not pay to keep on a waiter or chef for an extra 2/3 hours for 2 breakfasts.
Been a hotel manager for 15 years and usually allowed late departures dependent on occupancy the following evening.

breakfast until 11:30 , checkout 12(ish) , then use the spa free for as long as you want , stay for lunch etc...
