Sir Alistair Graham (Icstis) has finally explained why BT and network operators were allowed to force tens of families to pay for services they claimed they had not requested, had not agreed to pay for and had not recieved.

Most people would believe this would be covered by consumer rights and criminal laws that should protect the public from serious and organised crime.

Sir Alistair Graham apparently believes that BT was obliged to co-operate and share in the fraud because of the Communications Act 2003.

If anybody who was ripped off in the past may be interested in the large scale and organised nature of the frauds and the possible reason for the government apparently turning a blind eye.

Security. Its documented enough for people to know that you need anti-spyware and firewall and anti-virus.
Keep off **** sites and any sites that say your PC is at risk or you have won £1 million
Would you blame BT if your 3year old had dialed the number?

My thoughts exactly!

As long as stupid people keep accessing the internet without adequate security, these companies will continue to take them for all they can get.

Good luck to them I say, God made sheep for shearing

I think somebody has lost the thread or may even be on the wrong thread.
The illegal dialler software these fraudsters were using wasn't connected to any **** site or any other site. It was trojan/invisible.
It was apparentley downloaded when people refused a pop-up offer.

The fact that people did not have the correct virus protection does not justify BT and others entering into agreements with criminal companies to target uk public.

BT recieved between 6p and 7p for every pound stolen.
If the company was Redstone, and it often was BT would have made a lot more. BT own Redstone.
Also when BT claimed they were giving their share to charity they didn't mention they were a lot back as a tax break.
My thoughts exactly!
exactly how much thought

@ RLE and others who believe they were defrauded by an Icstis regulated "rogue dialler" scam.

A local member of parliament has recently asked the DTI to consider a criminal investigation into the following case.
BBC NEWS | Business | The Great Phone Call Con

The "service providers" and "services" in that program were responsible for 20% of all dialler related complaints in 2004.
Throughout 2004 Icstis (UK Regulator) told the media the services appeared to be compliant with their code of practice.

Information has now come to light that shows throughout 2004 Icstis did not know what the content of the services were or how the services were being promoted.
ICSTIS complaint regarding failure of Telecom One to comply with Directions | Ofcom
Case opened 17 May 2005.
Ofcom conducted an investigation following a complaint by ICSTIS that Telecom One had failed to comply with Directions made by ICSTIS. ICSTIS had issued these directions in order to establish, among other things, whether premium rate services were being operated on the Telecom One network in contravention of the ICSTIS Code of Practice for the content, promotion and overall operation of premium rate services in the UK.
This raises a serious question. The service providers Icstis complained to Ofcom about in 2005 are the same service providers responsible for the thousands of complaints from 2004 that the BBC program investigated.
"appeared to be compliant", my ****.

If anybody believes they have been a victim of a "rogue dialler" fraud from 2004 or 2005 I suggest you give your details to your local MP and ask them to contact the DTI.

Kerio Personal Firewall (freeware) tells you if a new connection is made using an unknown telephone number. Great little program.

Something like Adaware or Spybot will tell you if one of these diallers has been downloaded and installed.

Very informative as usual Quill. Appreciate your time in posting up such developments.

CrisP - they say criminals stick together and this is possibly the case looking deeper in to your comments. Wonder if your train of thought can be applied to all aspects of illegal activity. You leave a window open so you deserve to get burgled................................

I'm not quite sure what Icstis was investigating for a year but this is one of the "terminating web sites" Icstis claimed were compliant
It used the accessplugin dialer.
The accessplugin dialer
Remove AccessPlugin

AccessPlugin
Category Dialer
Description AccessPlugin Dialer dials different random phone numbers without the knowledge and permission of end user. User might get enormous phone bills for international calls he even doesn't know.

I thought as was pointed out to me in an earlier posting within this thread that if you were using brodaband that you could not be stung this way anyway, however have taken your advice and changed this setting you refer to now, just wonder if when on the occasional times when my broadband signal drops out and need redialled if this change off setting mentioned above will now prevent me from doing this now ??

slightly confused !! if anyone could just clarify for me ??

cheers

surely bt should have contacted you re the above normal usage?
the reason I say this is because me and the missus came home pi$$ed after a night out and made the mistake of watching the vault on itv. Several phone calls later (cant remember the figure) and we got a call the following day asking us about the usage. The next bill was just over £100 and usually it is around about £25. Result now is we have barred premium rate numbers!

This will not alter your broadband connection as it doesn't "dial" a connection. This check box only refers to a "dial up" over a modem (eg 56K). If on broadband then just simply unplug any old "dial up" modem leads (just leave the broadband USB / LAN connection in obviously!).

If your machine has no "dial up modem" connection to a phone line, a rouge dialler isn't going to be able to do jack!

Another way to avoid these problems is not to run as local admin (as most people do on Windows machines). Almost all programs will require admin rights to install. If you use a normal user account for day-to-day use and have a separate local admin account that you use to install any new software, then this will avoid the vast majority of problems. Combine with decent anti virus / spyware and you should be safe.
