You might be able to get Sygate to block access for msmsgs.exe.
A quick and dirty way is to find "C:\Program Files\Messenger\msmsgs.exe" and rename the file to "msmsgs.old" or something. Make sure it's not running before you rename it. Then Outlook Express won't be able to start it. (And if things go pear-shaped, rename it back to "msmsgs.exe")

I read an article about this some months ago in Computer Shopper.
Simply deleting the file (or renaming it) does stop it (until your next patch) but can cause a looooooong delay each time you open Outlook as it searches in vain for the missing file.
It was a long article and to properly erase Messenger you have to edit the registry. I forget how to do it becasue it sounded too tricky for me.
BE CAREFUL if you plan to mess with the registry.
