F1 cars have no brake lights. And they won't be getting them. They do have a red light a) for use in wet conditions, and b)flashes when the pit lane speed limiter is activated.
Racing (and kart, etc) drivers know roughly when each other will brake as braking points for each will be roughly the same for each corner. The braking point for the chicane at Monaco is not mid-way through the tunnel - hence Montoya wasn't expecting Schu to brake where he did.
From the in-tunnel camera, it seemed that Schu was locked up for longer than a moment. I think he had dropped back from the SC to give himself a run-up to braking hard, but the SC had noticed him dropping back and also slowed. Thus Schu found the SC travelling slowly in the middle of the tunnel and nailed the brakes. Meanwhile Montoya had seen Schu accelerate away and floored his throttle, only to almost immediately find Schu locked up in front of him. The resultant collision had become unavoidable.

If you were Schumacher would you have braked hard in the tunnel?
Knowing that it's pretty much blind (more due to the radius of the bend than the darkness)?
I think he just got caught out. He is usually the master at things like that, but sadly it bit him on the bum yesterday.
Montoya's not the only one to have found cars moving unexpectedly slowly on the racing line - didn't Schu hit Coulthard from behind in torrential rain at Spa a couple of years ago?

especially the marshall who dropped his flag, so couldnt wave at the oncoming cars !!
Anyway, I dont recall seeing Montoya braking in the tunnel, perhaps he thought 'nows my chance' its that dark in here, no one will see me run him off the road'
Interesting that DC commented that Sato Jump Started, yet nothing was said about that, or the fact that he shunted Schuey out of the way (a brave move but could have been disastrous, causing a multiple car pile up on the start (was exciting to watch tho)
and WTF was Fizzy doing, he must have seen that smoke, IMHO he should be penalised for that
