Is your scanner an Agfa? Is so, you may not be able to switch off Scanwise. If the bulb was going, it should give consistent performance until it packs up. Usually, when it does, it'll say, "Lamp Error" and nothing will happen scanning wise.
Does it have a Wizard, which will take you through the setup process, stage by stage? If it has, there should be a way of setting colour balance - using a tool to click on either something you know to be white, or a neutral grey in the pic. This should get rid of the yellow cast and make the car look like the blue it is (well, closer anyway). Otherwise, there should be a way of adjusting the colour manually. Set for RGB colour and to get rid of yellow, dial in some blue. Play around to see what gives you the best results. If you get confused, just cancel it and start again.
Your scans look compressed too - too small a tonal range. You have areas of light and dark with not enough detail in them. Does your scanner allow you to select the colour depth, eg 24/30/32/36/40 bit colour? If so, select as high as it will go and it'll resolve more colours, resulting in better detail and a more gradual transition from colour to colour (smoother).

Toonman, I've stuff my Win ME machine slightly trying to do what you suggested.. so completely disabled my scanner now.. but I'm gonna stick the scanner on Win98 on my PIII system, and leave the PIV for design work.
