They are, they are trying to sell this piece of cr4p based on 1972 technology to the world. Yes it may look mean and menacing but it is based on a T72 and the technology on it can be thwarted with a laser pen.

It will be interesting to see how they do on the battlefield in Ukraine against modern anti tank weapons and shoulder launch missiles.
But as Russia only has 9 of these flagship vehicles I doubt they will see much combat just like there shiney new T90.
