I'm wondering whether you really understand the question tbh.
The principle is the same, in both cases the law has been broken, it doesn't matter that one criminal has been detected and the other hasn't.
If you want to provide amnesty to the individual who has broken the law by entering/staying in this country illegally then why not extend the same to the criminal who burgled your grannie's flat?
So 18 months "inquiry" for lots experts and lawyers to cash in to find what we already know and the buck passed back and forth till everybody gets off, except the poor blighters lives ruined

The problem is there are too many people to blame:
Housing association for specifying incorrect materials (plastic Windows etc.) and not ensuring firedoors were fitted correctly (I believe the intumescent seals were wrong or missing -something often overlooked)
Celotex for selling flammable material not fit for purpose
Contractors for fitting flammable material.
Architects for designing a "rain screen" that had an air gap that acted like a chimney.
Etc.
Etc.
The media have also recently forgotten something:
Hotpoint: For knowingly selling fridges that catch fire in a fault condition (just like the tumble dryers).
This will take a few years to sort: In a ideal world the head honchoes of all the above should be in the dock in front of a jury on joint corperate manslaughter charges with equal measure of responsibility.
The current blame on the fire crews is a bit unfair as they had no idea that the fire safety of the building had been so catastrophically undermined.
