My understanding is that they can only see that you're connected via TOR, they can't see/store what you're browsing in TOR.

if you opened TOR and then visited those 5 sites what information would the ISPs receive and be able to store?
It would record the fact you connected to a TOR server, how long you were connected for, and roughly how much data you downloaded. That's all.

Then the answer is quite simple if the bill does get passed. Which I am sure it will.

Philosophical I make no distinction between having to fill out a spreadsheet of my internet activity (domains visited/time etc)

And having the convenience of the ISP doing it for me

The result is the same - and it is the result I am worried about - and think is wrong
And maybe if you chose words that halfway approximated to what you actually meant there'd be a little less room for misinterpretation of them.

In any case, regardless of who's actually doing the logging, just because the logs are there doesn't mean anyone is actually looking at them, and unless they are, your browser history is effectively hidden in the crowd in plain sight.

Sure you did, and it's just the symantics of them that went straight over my head, right?
