Well kind of. In this case the EU has increased everyones GDP figures by including drugs and prostitution. The technical changes have been agreed, you're correct on that. How much that will be due is a bit subjective though. Hence this is why it will be haggled, but Cameron will end up paying because as you correctly state, he signed up to it!

According to a ComRes poll UKIP have gained a 17% swing support over this issue according to the front page of the Independant today.

Good to hear, more votes for UKIP the better.

It's ironic that the UK's performance has been better than others in the EU in part because we didn't join the single currency so have control over our interest rates.

Sooner we're out of that mess the better. Depressing that we'll likely have to pay that £1.7 billion either way which will end up paying for stuff like French benefits payments and public sector pensions for those 55 year old retirees.

Yes because a huge portion of the EU budget goes to fund the Common Agriculture Policy, and the UK benefits very little from this as we have a much smaller proportion of our GDP from agriculture. The majority of the CAP money goes to France, as has been the case since the EU's inception.

The payments we have 'received' are not over and above what we've paid in - for example last year we paid over £8000million, yet received back a £400million rebate - net payment is still approx £7600million.

Summary, we pay in signficantly more than we receive and have to put up with an extra layer of government at time when we need less government not more.

We pay billions to the EU for them to do some administration then send us back half. Why not pay are farmers direct and enforce the laws that we like, we could copy some laws created by the EU if people think they are so great but why pay billions to middle men and for another layer of politics?

What does the EU do that we can't do ourselves?

Osbourne allegedly claiming HE negotiated the bill to be halved to 850 mil (to be paid in two instalments).

But commentators are saying that the UK would have got a rebate of 850M in due course, anyway!

So is it just political bluster/spin, on the Tories' part...?

Yes it is, but arguably the original bill announcement was political spin. At the end of the day most of the general public will be fooled by this.

We had a big bill and Osborne got it halved... that is all they will remember! Nice work by the Tories in terms of politics to be fair!

So does this mean we will no longer get a rebate, will get the rebate at a recalculated amount or i assume by what has been said, no rebate?

They're just bringing part of the rebate forward. Overall we still pay the 1.7bn, the timing is the only thing thats changed

The spin by Osbourne claiming to have halved the bill to "only" £850 million is staggering - if a company was looking to secure investment and claimed it was in-line to make £40 million in profits, but was actually going to make £30m and include £10m from the following years profits this would be a false and illegal statement - Osbourne is basically lying.

Fortunately there has been quite a lot of coverage surrounding this, so hopefully UKIP will be the winners from this fiasco.

Tesco's are facing a criminal investigation, whilst the EU accounts have not been signed off for 20 years. So yes, I'd say the EU has it's own rule book.
