Default Making a port public

I got winXP and running a video streaming application that runs on Port xyz, what do I have to do to make this port available to any other PC on the internet? Firewall is off, and I do not have IIS installed.

I'm sure its not a router. Its one of those pppoe modems that the ISP company gives you, not sure about the model as I'm not near the modem at the moment.

If that's the case do not turn off the firewall totally as that will leave your PC wide open, only open the port that is needed. Are you using the XP firewall
