Default Rear Brake Problem Discs/Shoes

Hi guys, recently fitted new rear discs and pads to sti 2002, now have a constant rubbing noise. Have adjusted the brake shoes several times, noise does not change when pedal is pressed, I cannot seem to turn the wheel when the car is jacked up? Can't see any obvious signs of the disc rubbing the backplate either. I am running out of ideas, any help appreciated Thanks.

sounds like either the shoes are mis-adjusted or the backing plate is distorted and making contact with the disc??

If I slacken the brake shoes right off, roughly how many notches am I looking to re-tighten them? Wondering if I have tightened too much so they are dragging on the discs
