Default ALLOY WHEEL OFFSET

hi...i have an 05 blobeye wrx,im thinking about changing my wheels but if i do i would like achieve a more aggresive stance on the car can anyone tell me the maximum offset of wheel that i can legally use to try to get the wheels to be flush with wheel arches.

I have flush wheels, they are ET38 and 9.5 wide. Depends how aggressive you want the look but as an idea, heres mine:
