Pedal hitting bottom

Quick one, does anyone one know what can cause the brake pedal to hit the floor when stationary,
if you pump the brakes with the ignition off then it wont go down, but when the the is running it goes straight down, is it caused by air in pipes, master cylinder leak, servo fault or something else,
