Default Bleeding/Master Cylinder

I bled my brakes today and the pedal is not as firm as i hoped, it's not really that firm at all, about the same as before.

When i was bleeding the brakes there was no air coming out, is it possible that there is air at the top of the system that didn't come out, how would i remove this?

Can you bleed the master cylinder?

Car is a Subaru Impreza Turbo 2000 (Classic, 2000 Registration)
