Default ABS Problem

I've got a 95 wrx, and i have a problem with the abs system... i think.. When i'm driving down the road if i brake a bit too hard, the light comes up in the dash (antilock brakes). Brakes aren't that good as i would expected to be, and i've changed discs and pads all around. I tried to check if there are any faults with a diagnostic tester, and i couldn't get into the abs system.
Can it be one of the sensors? And if it is, how do i check wich one?
Is the abs ecu faulty?
Need help please...

does it defo have abs only my 95 wrx didnt have abs, could the light on the dash be low fluid ?
the standard brakes are pants, 4 pots on the fronts with a good pad really helps.

It's not low fluid, it's not leakin' anywhere, the car was doing that is doing this since i bought it. I know that if one of the sensors don't work, the whole system fails. I understand there is a way to test it, by using some wires or something and see how many times the light in the dash flashes, and based on that you can detect the fault or somethin'.
Are 4 pots going to fit without any further modifications?

Yes the green and black connectors up behind the steering column
