Default Bedding in compound ?

My dad had his 90K service on his 03WRX done at Northants Subaru and Steve, said that he needed new front discs and pads. Since having these pads and discs fitted the squeal quite a lot when braking. I thought it would be the backing plate/shim? , but no, it is actually the bedding in compound on them which is making the squeal. Does this sound right??

My pads squeal like mad and it's not the backing shims as i greased them up. they are fine at speed/ warmed up but in town they sound about ready to change like metal on metal.
