Handbrake adjustment?

Handbrake adjustment?
My handbrake is quite high on my Bugeye i was wondering how to adjust it?Whether it s on the drums or the handbrake?

Adjust it on the backplates first to adjust the shoes , then take up any slack in the cables on the handbrake lever.
