Stopping discs rusting ?
My Impreza gets occasional use & hence the discs get surface rust, as a result the pads have got contaminated and are now buggered (New age Brembos). WD40 doesn't seem to be the right answer, any ideas to stop surface rust ?

Some gentle braking will easily clean up the disc surface, rusting is inevitable on any iron based brake disc.
If concerned about pads, spray them with brake cleaner before and again a few presses of the pedal will help deglaze the surface.
Or fit some grooved discs, they'll still rust though.

Would 3 in 1 be Ok instead ? 
I do use the brakes lightly to clean the discs, but this has built up & buggered the pads. Only way I can see is to use it more frequently, replace pads continually, or somehow slow the rate of the rust on the disc ?

A bit of rust on the discs should make very little difference. My old rallycross golf and 205, used to come out to play once a month, and never had any dramas.
If you are worried, why not lightly file the pads to clean them?
Or use one set of pads to clean the discs, and then swap for a driving pair.
