I had some braided hoses fitted and a fluid change, and even with crappy 2 pots I noticed a difference, definately more bite from the pedal.

Sounds more like a pad compound problem than a fluid problem. Second dab gets the pads hot then they work OK. Any clues what make of pad you're running?

if the pedal 'firms' with the second push then it sounds like air or poor fluid....................
also make sure the pads move freely in the calipers
