New discs - do I need to replace the pads too?

Have on Mintex 1155 8500 miles on MY00 original discs 10000 miles. No apparent wear/cracks to discs.
The setup bites well, but I'm looking for a bit more without putting on a big brake kit (also 16" wheels and staying that way).
Do I -
continue on the present discs/pads and replace the lines to braided and put DOT 5 fluid in OR
replace the discs with Black Diamond/lines/DOT 5 OR
replace discs/pads/lines/fluid all at once?
If the pads are part worn could they give poor contact with new discs? How long to bed in if I kept the old (perfectly good) Mintex pads?
Which will give the most improvement the fluid/lines or the new discs?

Personally, i find that bedding in old pads with new discs never quite works as well as replacing the pads, eventually they`ll take, but tis a bit tiresome.
If you have a hard pad material it can actually work the other way around as I found with pagid blues and black diamond discs.
