How does the handbrake work
There is a small brake drum assembly in the rear brakes which is used for the handbrake.
Brakes can be prone to sticking if left for a few days in damp conditions when surface rust can form on the discs.

It's all one unit.
The disk is at the front of it and mounted directly to the rear of the disc is a drum which fits over a small (normal) drum brake Shoe set-up.
Could be the pads stuck to the disc, could be the shoes sticking to the drum?
Could be ice ?
If it is rust, it should clear as long as it is only surface rust and not corroded which will increase pad/shoe wear.
