Are Toyos a Budget Tyre??

I have been phoning round trying to get a price for a set of 4 "branded" tyres, size 215/40/17, whenever i ask for the price of Toyo's they advise me this is a budget tyre.
I thought most of you people opted for the toyo or Goodyear F1? Also anybody know of a place that would do a good deal on a set of 4? - been quoted £76each for toyo.

What does "budget tyre" mean?
It's a good all round tyre, maybe not quite as good as the Goodyears or a grippy as the special Yokos, but probably better than everything else including Michelin, Bridgestone etc.
Certainly NOT a cheap rubbish "Motorway" type tyre.
