brakes binding!

Hello,
Can anyone help with this?
I noticed the other a day that my rear disc where making a scrapping noise as though the brakes were on slighly. I took it to the garage and they said I needed new discs and pads, ok I said. £400 later and the brakes are still scrapping!
Anyone else had this problem?
Edited to say it's a MY97 Impreza.
