Is it behaving like its restricted, i.e. it goes flat ?

Might have been mapped that way if you bought it like it to stop the person who owned it from blowing the engine possibly.

Usual reason for 4500-5000rpm limit is speedo input to ecu not working so possibly had speedo error code stored.

Hopefully the issue is fixed now anyway
