Not such a daft idea, one of the responsibilties of the first appliance to reach an incident is to assess the need for additional or specialist equipment. Say it takes a fire engine 6 minutes to reach an incident and a car 3 minutes from the station, if additional tenders are needed they can be on the way 3 minutes quicker if a fast response vehicle is first on the scene rather than a normal appliance. If it's one of the many hoax calls the appliances can be stood down before they arrive and are then available for any other incident. I believe some brigades have experimented with bikes but "fast" cars seem to be preferable.
