Fog covers are best got from the dealers. IIRC they're £32 a piece and come fully painted with the STi stickers applied.
For the wheels just keep an eye in For Sale or hit eBay. Usually plenty kicking around.
Various places do front lip spoilers from about £100, up to a ridiculous £400 for the STi one from Japan As a suggestion, call by any Seat dealer and ask if you can offer up the Leon Cupra R splitter to your bumper to see how it looks. These fit loads of cars CLICKY with a bit of tweeking (I have one on my Fabia) and are only £22.
I'm guessing you're trying to make a WRX look like an STi. Your choice, but it's a bit like fake designer gear. I always say it's better to keep your cash in your pocket, leave the car as is, and save up for a real one. Enthusiasts can always tell anyway.
Spoilers can be had from many places such as DR Motorsport, Scoobyclinic or even eBay. Spoiler-less is the trend right now though
