Power FC Commander

Need help desperately. Got hold of a commander but it dosen't appear to work, it just displays "APEXi" on the screen. If I turn the ignition on and hold down the top arrow key the unit displays "NT"
The commander was used originally on a STi 5 type R, and according to Apexi it should work on all cars from Sept 96 to Sept 2000. My Power FC code number is GC8-D 020.
