It's your responsibility as the sender, we get this all the time with orders we send abroad with royal mail, even if you have tracking details, if the item doesn't get there, paypal will still refund the money to the buyer, it's a colossal pain in the backside. Usually when that happens to us, a couple of days later the item is delivered but PayPal won't do anything about it.

do you still have ref number /receipt of item sent ,paypal will refund as long as you can prove you sent item with receipt plus how much was the item you sent as with recorded delivery there not very good on insurance ,send me item number mate might be able to check im my office for you as i work for royalmail.

i also no people in bigger offices deliver but dont scan the item as recoreded items arnt as importent and royalmail dont really chase them up as speical delivery service, also iv noticed items being sent and the orange barcode has come of item so when postman gets its it gets posted as normal service.

Unfortunately if the seller cannot prove delivery has taken place then PayPal will always find in favour of the buyer.

Even if it has been signed for that's all the buyer has to state is that it never arrived and the signature is not anyone at the delivery address.

I always send by special delivery before 1pm as this usually means that no one is home to sign and they will have to collect from the sorting office, this means that they have a delivery failure/collection notice plus a copy of the collection signature at the sorting office.
