HELP- Camera on M4 Junc41 west bound

Hopefully someone can help . . .
First question does Junction 41 of the M4 have road works/speed restrictions in place ?
A the old man has got a ticket through the post having been clocked on the M4 around Junction 41 west bound. In my naivety of driving mostly in Midlands/East Anglia I did not think motorways had cameras yet ! Evidently I was wrong
I thought camera's had to be painted yellow and be signed on the road or have I got the news article in Evo 2002 wrong !
Can you help ? Just trying to see if there is a way out of this arguing the point or not

Juction 41 is the Baglan turnoff....sorry to inform you that there is a 50 speed limit in that area complete with two gatsos, one westbound one eastbound...the westbound one is on the straight just before J41. Its a well signposted 50 and the camera is clearly visable in dayglo yellow. Otherwise, the police laser vans are highly active between J33 and 42 so may have been caught on one of those...my guess is the Gatso.
