Beginners guide question!!

Can someone explain what the following means on the exe-tc spring rates

Front 250*40kg
Rear 250*35kg

And if it is certain weight/loading what does it mean

How does the damper setting impact this - if you go from 1 to 40 clicks on the Exe-TC then the more you click the harder the setting but what exactly is this doing to the shocks/springs
