i recently bought a hardrace anti lift kit on a group buy for my 02 wrx

is it something i can fit with ramps/axle stands etc at home or is it best to get a garage to do it?

It is a DIY job.

Axle stands needed and a good 1/2'' drive socket set.

Full fitting instructions are on Whiteline's web site.

Good mod.
Getting the large bolts out of the chassis can be very hard (mine were) so lots of WD40, swearing and strength.

A garage will kill the job in 30 mins and you will need them anyway to re-track it, so it might not be worth the fight tbh on your own.
Job can be done on a garage ramp easy without even taking the wheels off the car.

Graham.
