Deg or mm - whats the difference???

Question

When looking into geometry settings, with regard to toe in, by some I have been advised to get 1mm toe in all round, where as others have recommended 0.5 deg toe in at front, and 0.3 deg at rear.

Can someone explain why some are measured in mm and some in degrees??
Is it possible to make a direct comparison between the two i.e. 0.5 deg = 1mm (or whatever the figures may be) ??

The comment about the tyre diameter is irrelevant as all geometry equipment measures from the wheel rim NOT the tyre.
The tyre is flexible and doesnt make a good datum point to calibrate to.
