Rear toe seized- necessary to replace whole arm?

Rear toe seized- necessary to replace whole arm?
So my rear toe adjustment is seized on both sides. My techy wants to replace the whole arm. My question is, if the eccentric bolt has to be ground off anyway, will the rest of the bolt just fall out, clearing the way for a new bolt? Im just not sure why i need the whole arms.
