If the filter is in the front wing just leaving the hole from the foglight should get plenty of air in there, my induction kit sits right behind where the foglight was so the cold air blows straight onto it.

Mine is simular to Arthur,
I had my fog lamps removed , closed off the near side hole with original panel.
In summer I leave the hole open as my filter is right down by the hole.
In winter I will blank off the hole with another solid panel.
When the car was mapped I was told there is little change with a direct feed or with the panel in place.
They said enough air gets around by the bumper grill and surrounding gaps.
