Unhappy paint issues

hello people.... i recentley got a new scooby...and the paint on it seems to have blured out...i cant really explain it but its like as if somthing has dripped on the the body work and left marks...i have tried washing several times polishing and i have tried paint restorer... is there anything you guys can recommend? its not that obvious..but when i was the car and do not polish it then it stands out but once polished u cant really tell... any ideas would be appreciated...

Need to see pictures for this one really. But by blurred out do you mean it goes milky? What colour is the car and has it had any spray work?
