They weren't exclusive to the STi - just that they weren't fitted to the RA, that's all. (In a similar way that the clear indicator'd rear light clusters get called STi lights... In fact, the MY97-00 JDM Impreza - of all variants - got them).

The RAs are cool as they are and people in the know will suss it's an RA (without the skirts) at a glance, which = kudos.

On a separate but related note: I'm especially a fan of the MY99/00 STi RA - looks groovy with the tall wing and no skirts, IMO. They're quite a rare beast... 'Un-ubiquitous'.

Yeah, being a phase 2 WRX RA, you 'only' have the mid level spoiler as body garnish, so I see where you're coming from.
Obviously it's an itch you'll end up scratching if it bothers you that much. I must admit, I felt the same way with my first Impreza (a MY93 WRX) and whacked on a V.5 rep. wing, MY99/00 grille, STi fog covers, MY97/98 headlights, STi pink badging, etc, etc.
It IS hard to resist; I'll give you that.
