Rusty air con radiator mounting point

Rusty air con radiator mounting point
Hi all. I have a 2002 wrx. The point behind the front bumper that the air con radiator mounts too is rusting quite bad at the bottom . Is this common ? Is it a structural point?

Put a couple of pics up. Mine did the same cost about £100 for the upper and lower panel from Subaru did the welding myself so saved on the labour charge that way.
