Tis true though they blatantly and constantly disregard the rules, allegedly.

I was reading it on the 'breaking news' bar on Sky Sports News;..."Ken Bates reports Chelsea to the Football League, Football Association, Premier League, FIFA..", and I half expected to see "...and his Mother*" on the end.
* Note: I understand he's an old man (not that frail, I guess), and his Mother is probably long gone, but still...
