Default up pipe

hi guys,what should i be looking to pay for the up pipe removed and new one fitted ?

got a quote from a local well known tuner ,they say they can supply a secondhand up pipe for £60 (thought you could get new for that :/),and £55 plus vat (why cant they just say £66 per hour,i have no interest in vat,just want to know what i have to pay) for up to 4 hrs work......so that could potentially be near £300 for an up pipe....errrrr no,i think i will leave it lol
