Possibly slack fan belt or noisy starter motor gear.

Other than that, I'd enquire after the neighbour's cat..

Slipping power steering belt is a favourite. Colder damp air doesn't help for that. Without hearing it though it's a best guess.

Does it do it only the very first time you start the car then the rest of the day is ok?

Start the car let it run till noise stops and turn the key briefly to position 3 again, this will engage the starter again and will make a screeching noise.

If its the same noise then id assume that once the car is started, the starter solenoid is slow to release and over speeding the starter.

Def sounds like aux belt, when the engine is cold is when it has the biggest load on the electrics, ie batt starter lights etc and the alt has to put this back in the batt.
Would check the belt for condition and tightness.

Belts 'usually' only squeal when the revs are raised pulling away etc.
