If handbrake is off and the wheel will rotate by hand freely then handbrake should be released enough for it not to catch the disc, as said above if it still has friction as you rotate the wheel then the shoes will need adjusting in, after that is done tap the outside edge of the centre of the disc with a hammer a few times to knock any build up of dust free ( don't hit the actual disc, just the centre ) nothing brutal but a good quick knock all around the disc usually helps, don't force it off if it won't come or you may do damage to the shoes or shoe kit inside the disc, and if its an Sti the parts ain't cheap!
