What turbo you running? Certain ones you can just blank the dump valve which causes the noise as kas said above called compressor stall, it makes the noise where the air is forced back through the turbines rather than being vented to atmosphere (vta) as yours more than likely does, but it does put extra strain on the turbo.
Also to add there are people running dv delete on standard turbos, but its not really recommended, each to their own I suppose

I was told by the previous owner it has a vf34 turbo (bearing in mind this is my 1st scooby) so don't really know to much about them all i know is it shots flames out the back and goes pop bang alot and goes like stink!! so if I blank the dump valve off will it put to much strain on turbo and go bang? And ill get this ""PIGEON"" sound lol

Let me get this straight in my head here.
I'm obviously having a thick day.
So you want to get the sound of compressor stall from your car?
You want to blank off the DV hole and get the turbo that is spinning at about 100000rpm to stop dead in its tracks to get a pigeon sound?

the flutter sound you used to get on Cosworths is more the waste gate flutter, you wouldn't get that sound on a scoob.

Yes you will get your pigeon sound
Vf34 is from bug Sti jdm, people do run them with DV delete yes but like I say it's not overly recommended, it won't just cause your turbo to give out in a heart beat no ( not unless its a tired unit ) but it will shorten its life span but again how long is anybody's guess, could run forever could give up the ghost next week, its the gamble you take, but that noise is just something else
YouTube Sti DV delete there is a few on there runnig vf34/35 will give you an idea of noise

Really you should have a standard re-circ valve there but that's another story
I'm not stating it will categorically die, but obviously it will help towards end of life usage on the unit, but that could be well after you sell the car ( should you wish to do so )
There are people on here running vf34/35's google "DV delete scoobynet" and it will throw up all sorts of threads I'm sure there is one regarding a vf34 amongst them all

i thought scoobs had a recirculating DV anyway and swapping to an atmospheric DV (ie: Bailey or Forge) keep the turbo spooling better.

Mmm
Newby
Dump valve
Next level
Pigeon dump valve
Omg
Thought we had light on the horizon with a few people given up the chav valves and the enthuastists were returning in their droves l
I was wrong
Looks like we will have to wait a few more years to the engines go pop or they rust away
Then we won't have to be embarrassed about scoobies hanging round McDonald's car parks
With over weight teenage girls wanting a ride in a scooby up the high steet going
Wwwwwwooooooossssshhhhhhh
Look at me I'm a really cool guy
